Tukwila Votes to Expand Cannabis Retail Zoning
The City of Tukwila has officially voted to approve an ordinance expanding zoning for cannabis retail stores within the city. This decision marks the culmination of a process that has taken place over the course of a little more than a year, involving multiple hearings, thoughtful deliberation, and extensive community participation.
Throughout this process, The Cannabis Alliance provided testimony on three separate occasions in support of expanding retail opportunities, working in partnership with Cannabis Alliance member, Zach Fleet of Yakima Weed Co., and alongside lobbying partner, Pacific Public Affairs. Together, we emphasized the economic, public safety, and community benefits of creating a fair and well-regulated retail landscape.
Addressing Concerns
As in many communities, Tukwila’s deliberations centered on questions about youth access and community safety. The Cannabis Alliance and other proponents shared information from across Washington and beyond, showing that:
Youth Access Declines in Legal Markets: Studies have consistently shown that regulated cannabis markets actually decrease youth access. Licensed stores check ID more rigorously than unregulated sellers, and Washington’s compliance rates are higher than those of alcohol retailers.
Improved Public Safety: Expanding retail access helps transition consumers from the illicit market into regulated channels, which improves transparency, ensures product testing for safety, and reduces criminal activity tied to unlicensed sales.
Stable Revenue for Communities: Legal cannabis sales contribute directly to city budgets without raising taxes on residents. In Tukwila’s case, the city’s own staff analysis projected hundreds of thousands of dollars annually in new revenue—funds that can be reinvested into infrastructure, programs, and public services.
Community Normalization: With dozens of cities across Washington already successfully hosting cannabis retailers, evidence shows that responsible businesses integrate into communities without disrupting neighborhood character.
Looking Ahead
This new ordinance ensures that those businesses can be fairly zoned and cited, creating a framework that supports responsible operators and safeguards the community.
